Europe's EV battery passport has 71 fields, but buyers will not see all of them

New EU guidance maps the data work behind the 2027 battery passport, and a real limit: access depends on who is asking.

An electric-car battery sold in Europe is about to acquire paperwork almost as complicated as the vehicle around it. On 18 February 2027, every EV battery placed on the EU market or put into service must have a digital battery passport. The European Commission's newly updated guidance counts 71 relevant data points across the covered battery categories.

That number makes the passport sound like a giant consumer specification sheet. It is not. The more consequential detail is that the regulation splits access among the general public, regulators and people with a legitimate interest. A used-EV shopper may gain far better provenance information, but should not assume that scanning a QR code will reveal every temperature excursion and charging event in a battery's life.

A QR code with several doors behind it

The Commission published its latest guidance on 21 August 2026 to help manufacturers, importers, conformity assessment bodies and other companies decide which data they must collect. It covers EV batteries, light-transport batteries and industrial batteries above 2 kWh. For each of the 71 points, the document marks whether it is mandatory, optional, applicable only in specific circumstances, or not required when passports begin.

The underlying regulation says the passport must be accessible through a QR code linked to a unique identifier. Public information includes model-level basics and sustainability information. More sensitive material is gated. Detailed composition, dismantling instructions and safety measures are for parties with a legitimate interest, while test reports proving regulatory compliance are limited to authorities and notified bodies. Individual-battery data, including state of health, cycle counts, operating conditions and negative events such as accidents, also sits behind the legitimate-interest test.

That split is about privacy as much as commercial confidentiality. In a 2025 episode of the KIT-produced Geladen battery podcast, consultant Tilmann Vahle, who previously led the Battery Pass consortium, distinguished useful battery metrics from owner tracking. He said location-linked details such as where and when someone charged or drove would not form part of the passport. Charging cycles, expected life, state of health, chemistry and carbon information were the relevant territory.

The factory problem is data, not stickers

Attaching a QR label is the easy part. The economic operator placing the battery on the market is responsible for keeping the information accurate, complete and current. The data must use open standards, remain machine-readable and avoid vendor lock-in. If a pack is repurposed or remanufactured, responsibility transfers and a new passport must link back to the original record.

That reaches deep into manufacturing. A carmaker may know the pack specification, but carbon footprint and due-diligence records originate across miners, refiners, cathode suppliers, cell factories and logistics providers. Repairers, remanufacturers and recyclers can then use that information later in the pack's life. TÜV SÜD's regulatory webinar described the law as a shift from the older disposal-focused battery directive toward sustainability by design, responsible sourcing, recycled content, repairability and traceability.

Circularise illustrated the operational challenge in an explainer published on 25 August. It described the passport as a birth certificate created when a product first enters the market, then updated at significant service, second-life and end-of-life events. The company also pointed to a practical recycling benefit: knowing the chemistry and construction before processing lets a recycler choose the correct recovery route instead of treating an unknown pack as a costly puzzle.

Better used-EV evidence, with an asterisk

The passport could still improve the used market. Battery identity, chemistry, declared carbon footprint, recycled content and supply-chain due diligence are more useful when attached to a specific traceable product than buried in corporate reports. A verified state-of-health record could also reduce the information gap that makes buyers and insurers cautious about older EVs.

Yet the regulation does not promise that every shopper gets unrestricted access to individual health and usage records. It says consumers and other actors receive free access according to their respective rights, and further implementation work determines how legitimate interest is handled. The Commission itself warns that the new 71-point guidance adds no legal requirements, is not an authoritative interpretation and may be updated again.

For manufacturers, February is close. They need supplier data, verification, access controls and durable hosting to work together before a battery can legally enter the market. For drivers, the passport is infrastructure for trustworthy battery information, not a guaranteed scan-and-see-all health report. Whether a used-car buyer actually gets the evidence they need will turn on those access rules, not on the QR code itself.
