
New York's curbside EV chargers are packed. The city is adding 600 more

New York City has found an EV-charging problem that cannot be solved by making the charger faster. Half of the city's car owners park on the street. Their missing amenity is not a 350 kW dispenser beside a highway; it is a dependable socket beside the space where the car already sleeps.
That distinction now has numbers behind it. The city's 88 existing PlugNYC curbside charging points are occupied by an EV more than 70% of the time, according to the Department of Transportation, with some approaching 99%. Occupied plugs are delivering energy more than 85% of the time. On the strength of a 2021 pilot with Con Edison, made permanent in 2025, NYC DOT plans to add 600 points over three years, taking the network to nearly 700 across all five boroughs.
A parking network that happens to sell electricity
Each new site will have at least two posts and four charging points. The first neighborhoods include Soundview and Unionport in the Bronx; Rego Park, Forest Hills and Far Rockaway in Queens; Red Hook, Carroll Gardens and Bedford-Stuyvesant in Brooklyn; the Upper West Side and Washington Heights in Manhattan; and Stapleton on Staten Island.
The map is deliberate. NYC DOT says it is prioritizing dense neighborhoods with little off-street parking, concentrations of Taxi and Limousine Commission drivers, and places where private charging companies have invested less. Four of the five busiest pilot stations sit in ZIP codes with many TLC drivers. Taxi and Limousine Commissioner Midori Valdivia said the expansion will be welcomed by "the tens of thousands of TLC drivers who are now conducting 3 million EV trips a month." Charging in the neighborhoods where they work and live, she said, "saves our drivers time and money."
In a 2024 company video on the New York rollout, Con Edison said it chose FLO for the pilot because the hardware had lasted through Canadian winters and would integrate with city street furniture. That sounds mundane, but urban charging succeeds or fails on mundane details. A charger can post an impressive peak output and still be useless if it is blocked, broken, awkwardly placed or on the wrong side of town.
Level 2 speed is the feature, not the compromise
Cheddar's reporting on New York startup itselectric offered a revealing alternative model. Rather than excavating to the utility line, its curbside posts can draw power from a participating building, with the property owner receiving a share of revenue. Co-founder Tiya Gordon has argued that the target customer is one of the millions of American drivers without a private driveway or garage. The company's pitch is overnight replenishment on the block where a driver lives, not a ten-minute spectacle.
The PlugNYC utilization figure matters more than a charger's nameplate speed. A Level 2 unit can add energy throughout an evening or overnight parking session, while the driver is home. It shifts charging from an errand into background activity. Fast charging remains essential for road trips and intensive fleets, but using it as the default fuel stop for apartment residents is expensive infrastructure serving an inconvenient routine.
An owner video by New Yorker Richard Kistnen captures the earlier frustration from the driver's side. Reviewing the city's charging options in 2023, he found that many pins on public maps represented equipment inside government lots, dealerships or other places ordinary motorists could not reliably use. He identified FLO's curbside rollout as the most visible improvement, while noting that charging and parking could both carry fees. The city's expansion addresses the first issue, availability, but pricing and access discipline will decide whether it solves the second.
The curb is still contested territory
NYC DOT has not yet set the energy price. It says drivers will pay per kilowatt-hour through multiple apps or a contactless credit card, and that fees will be designed to remain affordable while encouraging turnover. Only plugged-in EVs may occupy the spaces. A charger blocked by a combustion car is offline. So is one occupied by an EV that finished hours ago and stayed put.
The program also reaches beyond cars. Where feasible, the city plans to "dig once" and leave electrical connections for e-bike charging cabinets, electrified bikeshare docks, secure bike parking or cargo-bike microhubs. That makes construction disruption buy more than a single-purpose post, while forcing planners to coordinate chargers with bus, pedestrian and cycling projects competing for the same curb.
Six hundred points spread across five boroughs will not make street charging abundant, and occupancy near 99% can indicate shortage as readily as success. The pilot has already answered the first question: New Yorkers will use curbside Level 2 charging heavily. Whether the city can scale it without turning every working plug into another parking-space lottery is the harder one.
