
Tesla opens Austin Cybercab rides as NHTSA starts a certification audit
Tesla has opened its 45-car Cybercab fleet to customers in Austin. NHTSA has begun an audit query into how the no-controls vehicle was certified.

A gold two-seater with gull-wing doors pulled up in Austin on Thursday, opened itself, and drove its first paying-adjacent passengers around a slice of the city with nobody aboard who could physically have taken over. There is no steering wheel in a Cybercab. There are no pedals. There is a screen, two seats, and a software stack that either works or does not.
After an invitation-only launch on Thursday, Tesla opened Cybercab bookings to customers through its Robotaxi app inside a limited Austin zone. Ashok Elluswamy, Tesla's AI chief, put it plainly at the launch: “It's open to the entire public.”
Forty-five cars
Here is the figure that keeps the story honest. Tesla had 45 Cybercabs registered in Texas as of Wednesday evening, part of roughly 420 autonomous vehicles it has on the state's books. Waymo has 988 registered in the same state.
So the thing that launched this week is a very small fleet, running alongside the Model Y robotaxis that already carry passengers in Austin, Dallas, Houston, Miami, Orlando and Tampa — and those still have human safety monitors sitting in them. The Cybercab, by design, cannot. Remove the controls and you remove the person who might use them.
Tesla says its robotaxi network has now covered a million unsupervised autonomous miles, and that it has capacity to build as many as 125,000 Cybercabs a year. The gap between 45 registered cars and 125,000 units of annual capacity is the entire investment thesis, and this week did not close it. It just proved the first end of it exists.
What is in it
The hardware is deliberately modest. Reported figures put the pack at around 48 kWh with a single front motor making 219 horsepower and range somewhere near 290 to 300 miles — consistent with Tesla's own long-stated target of “close to 300 miles.” That is a small battery by 2026 standards, moving a small car, and for a vehicle whose job is short urban hops between charges it is the right kind of small.
There is no charge port on the design Tesla showed. The Cybercab is built around static inductive charging: a pad in the ground, a receiver under the car, no human required to plug anything in. In February the Federal Communications Commission granted Tesla a waiver to use ultra-wideband radio for the alignment side of that system, which removed one of the regulatory obstacles to a car that parks itself over a coil and refuels without hands.
Inside, the pitch is entertainment. Starlink V5 connectivity, 4K video, gaming, a large centre screen, and controls limited to climate, seat and media. Elon Musk described it as “basically a super comfortable lounge on wheels with a great TV and epic sound” and, elsewhere, as a vehicle “designed and built for maximally efficient autonomous operation.” In a video on Thursday he called it “the first car that is specifically built for unsupervised full self-driving.”
NHTSA opens an audit query
A car with no manual controls is not a normal thing to put on a public road in the United States. Federal motor vehicle safety standards were written assuming a driver's seat, and the mechanism for excusing a vehicle from them is slow and public.
The National Highway Traffic Safety Administration initially told Reuters that it was in contact with Tesla and evaluating the situation. On Friday morning it opened an audit query to examine the process and technical data Tesla used when certifying the Cybercab. Tesla told the agency it had self-certified the vehicle as compliant with all applicable federal motor vehicle safety standards. The inquiry is not a finding that the car is unsafe, but it puts the company's reading of those standards under formal scrutiny.
The unglamorous test
The interesting failure mode for a robotaxi is not a crash. It is being unable to get you where you asked to go.
Reuters, testing Tesla's existing service in Dallas and Houston, found exactly that: long waits, vehicles simply unavailable, and trips that could not reach advertised downtown destinations sitting inside the stated service area. None of those are software-competence failures in the dramatic sense. They are coverage and density problems, and they are the ones that decide whether anyone opens the app a second time.
Tesla is talking about dynamic pricing and promising, in its own phrase, “a first-class experience at coach price.” With 45 cars, in one zone, in one city, both halves of that are untested at any scale that matters.
Forty-five cars are only the beginning
Alongside the launch, Tesla put out an interest form for fleet operators — companies and entrepreneurs who want to buy Cybercabs and run them on the network. Individual owners, the ones told for years that their own cars would earn money while they slept, were not included. Cybercab displays are also heading to Hong Kong, Tokyo, Beijing and Shanghai this month, which is a marketing move rather than a regulatory one.
Tesla has moved its purpose-built car from staged demonstrations to public bookings, a real operational milestone. It has done so with 45 registered Cybercabs in Texas, inside a limited service area, while a federal audit examines how the company certified a vehicle without conventional controls. The engineering achievement and the regulatory uncertainty now share the same streets.
